In residential construction, IRC Section R316 (Foam Plastic) is the primary section — covering general requirements, thermal barriers, and the specific conditions under which an ignition barrier can substitute for a thermal barrier in attics and crawl spaces. Commercial and multi-family projects reference the parallel IBC Chapter 26 provisions. Energy performance is governed separately by the applicable IECC or state energy code.

IRC R316.5 allows specific ignition-barrier materials — such as 1½-inch mineral fiber insulation, ⅜-inch gypsum wallboard, or ¼-inch wood structural panel — in attics and crawl spaces accessed only for service of utilities, provided the space isn't used for storage or finished as habitable space. Outside those conditions, the R316.4 thermal-barrier requirement generally applies.
